It's a hardware/home-and-garden chain.

Ha!  Good one.

I'd like one of those for my street, the way those young whippersnappers in their tricked-out rice-mobiles drive.

Spike strips would do, too.

I thought it was going to be a fake speed bump.

As Obie mentions, this is a little contest sponsored by a "Do It Yourself" store chain, like Lowe's.

My old apartment was on a corner, next to a three-lane stretch of road that was perfectly straight for about half a mile. All night long in the nice weather (you know, when you might have the windows open!) motorcycles by the dozen would zoom up and down and up and down.......

I would call 311, who would switch me to 911 (drag racing complaint vs mere noise) but it never stopped.

Boy howdy did I ever have dreams about my own little speed bump contraptions........I often wondered if it would be possible to devise a sort of spike-strip that would be pushed down by the weight of normal cars, but not motorcycles..........also, paintballs. Often thought that would be fun, too. Evil Smile

Even though I don't drive either thing, I would love to be plagued by motorcyclists all around me (at least till the novelty finally wore off), instead of the millions of cars and trucks all around me. As Harvey Lembeck always said in the beach movies, "Sickles is better!"
